Consistent and targeted communication is particularly important for compliance with non-pharmaceutical interventions, especially among non-English speaking populations. Comprehensive communication plans should include the following clearly defined elements: target audiences, goals and objectives, strategies and tactics, channels of communication, and evaluation. Particularly salient for vulnerable populations is identification of non-English languages and translation services, partnerships with agencies serving vulnerable populations, and tailored strategies that consider cultural values.
